Type 06 FFL: Manufacturer of Ammunition

A Type 06 FFL is the license for a manufacturer of ammunition for firearms, other than armor-piercing ammunition and ammunition for destructive devices. It is the license commercial reloaders and ammunition makers hold. This guide explains what a Type 06 covers and where its limits are.

What a Type 06 FFL is

The Type 06 authorizes the holder to engage in the business of manufacturing ammunition for firearms. It covers commercial ammunition production and reloading for sale. It does not cover armor-piercing ammunition or ammunition for destructive devices, which fall under a Type 10 license.

Who a Type 06 is for

  • Commercial ammunition manufacturers producing loaded cartridges for sale.
  • Reloaders who sell reloaded or remanufactured ammunition as a business.
  • Small-batch and specialty ammunition makers.

What a Type 06 lets you do

  • Manufacture ammunition for firearms other than armor-piercing ammunition and ammunition for destructive devices.
  • Sell the ammunition you manufacture.

What a Type 06 does not cover

  • Manufacturing firearms, which requires a Type 07 license.
  • Manufacturing armor-piercing ammunition or ammunition for destructive devices, which requires a Type 10.
  • Dealing in firearms, which requires a Type 01 or similar dealer license.

Ammunition sales and the 4473

Ammunition sales alone do not require ATF Form 4473. The 4473 applies to firearm transfers. A business that sells both ammunition and firearms needs a dealer license for the firearm side and completes a 4473 on each firearm transfer.

Reloading ammunition for your own personal use generally does not require a license. A Type 06 is required when you manufacture ammunition to sell as a business.

Does a Type 06 let me manufacture firearms?

No. The Type 06 covers ammunition only. Manufacturing firearms requires a Type 07 license.

Is a 4473 required to sell ammunition?

No. ATF Form 4473 applies to firearm transfers, not ammunition. A seller who also transfers firearms needs a dealer license and completes a 4473 on those firearm transfers.
